Dr. Conrad Oca is the president of the Associated Marine Officers' and Seamen's Union of the Philippines (AMOSUP), which endeavors to protect the rights and promote the welfare, health, and wellness of Filipino seafarers and their families. Dr. Oca, with the help of International Transport Workers Federation, addresses the growing numbers of HIV cases among seafarers by supporting Positibong Marino Philippines, Inc., in ensuring equal employment opportunities for PLHIV seafarers and raising awareness on HIV.

Dr. Bernard is one of this year's Ripplers, 20 individuals nominated for their remarkable contributions and impact to eradicate HIV and AIDS epidemic in the Philippines and Asia.
